A Delegation of BAI Participates in An International Discussion Club in Russia

From July 24 to 28, 2025, at the invitation of the Vladimir branch of the Russian Presidential Academy of National Economy and Public Administration, an academic delegation which was led by Professor Dong Xiaoyu, Director of the Department of Public Administration, visited Russia. The delegation also included Wang Wenchao from the Department of Philosophy and Culture, Wang Jiteng from the Department of Law, and Chang Xin from the Department of International Exchange and Global Politics.

The main purpose of this visit was to participate in the third international discussion club, named Dialogue, which was hosted by the Vladimir branch. This discussion club brought together experts and scholars from more than ten countries, including Russia, China, Belarus, Turkey, India, Tajikistan, Morocco, Pakistan, Kazakhstan, and etc. The event also invited government officials and entrepreneurs from the Vladimir Region and neighboring states. Participants gathered to discuss topics such as land use and development, water resource development, forest and wetland protection, biodiversity, space debris, ecological restoration, climate change, which are all related to the global environment, ecological security and socioeconomic sustainability.

 

Professor Dong Xiaoyu delivered a speech entitled The Evolution of Environmental Governance Policy Orientation and Instruments in China. Prof.Dong reviewed the development of environmental policy, tracing the process from non-existence to exploration and establishment, from localized governance to a national strategy, and from pollution control to a comprehensive green transformation. Professor Dong suggested that China's experience in ecological and environmental protection offers valuable insights for moving beyond the path of "pollute first, clean up later", and correcting the narrow view that sacrifices economic development for environmental protection.

Participating experts, scholars, officials, and entrepreneurs also engaged in extensive discussions. Delegation members of BAI, Wang Wenchao, Wang Jiteng, and Chang Xin, contributed to in-depth exchanges with fellow scholars on issues such as water culture, the rule of law in ecological security, and global climate governance, respectively.

 

Additionally, the Russian side also arranged for participating scholars to conduct on-site research on representative enterprises in Vladimir that exemplify high standards of ecological safety in industry. It provided firsthand insight into Vladimir's ongoing efforts and explorations in advancing environmental protection, enterprise development, community renewal, and socio-economic sustainability.

BAI has been invited to Russia for two consecutive years to participate in the Dialogue International Discussion Club. This third attendance not only reinforces the high-quality development of BAI's academic endeavors, but also solidified the cooperation between BAI and the Vladimir branch.
