Brazilian Officials Explore Urban Governance & Digital Transformation in BAI’s Training Program

From October 12 to 18, BAI successfully held a training program themed "Urban Governance and Digital Transformation" for Brazil’s National School of Public Administration(ENAP). Seven executive officials from Brazilian ministries took part in this training program.

Tailored to Brazil's development priorities, the curriculum was meticulously crafted to blend lectures with field studies and cultural visits. Lectures centered on topics such as Chinese modernization, building Beijing into an international science and technology innovation center, and refined governance in mega-cities. Participants visited iconic sites in Beijing including the High-Level Autonomous Driving Innovation Exhibition Center, Robot World, Citizens' Hotline Service Center, Beijing Drum Tower, and Liangma River, gaining first-hand and up-close insights into China's urban governance practices and cutting-edge technologies in digital transformation.


As the first international participants to attend BAI’s Beijing Practice Themed Classroom, the Brazilian officials focused on Beijing's urban planning, the people-centered development philosophy, and high-tech achievements.


To promote mutual learning between China and Brazil, an academic seminar on "China-Brazil Urban Governance and Digital Transformation" was held during the training. Four participants shared Brazil's practices in e-government platform, tax administration, social welfare for the vulnerable population, and planning of the retirement of federal public servants. Faculty from BAI’s departments of Public Administration, Sociology, Economics, and Political Science attended the seminar, introducing China's experience in relevant fields. The academic seminar sparked in-depth and valuable academic exchanges.



During the program, Ms.Shen Jie, executive vice president of BAI, met with all participants. She noted that as the largest developing nations in the Eastern and Western Hemispheres, China and Brazil have long stood in solidarity on the international stage, setting an example of unity and self-reliance for major countries of the Global South. Brazil delegation echoed this, emphasizing  that both countries are vast, diverse, and peaceful nations committed to building a multipolar world free from imperialism.


At the closing ceremony on October 17, Professor Yin Deting, vice president of BAI, congratulated all participants on the successful completion of the training. He reviewed the partnership between BAI and ENAP, and proposed to take this program as a starting point to deepen institutional cooperation, and jointly build a China-Brazil community with a shared future for a more just world and a more sustainable planet.


Ms.Natalia Herft, the coordinator from ENAP, expressed sincere gratitude for the warm and thoughtful hospitality. She stated that the program was a precious opportunity to strengthen the ties between Brazil and China, enabling knowledge and experience exchange on digital transformation between public leaders and specialists from both countries, as well as an in-depth exploration of China’s rich culture.


Dr.Manuel Bonduki, a representative participant, described the training as "a truly memorable experience," highlighting that they would return to Brazil with a deep sense of friendship and a sincere desire to strengthen the bonds uniting the peoples of two countries.


The cooperation and exchange between BAI and ENAP began in 2018. With aligned missions and a solid cooperation foundation, the two institutions signed a Memorandum of understanding in September 2025, establishing a robust framework for future collaboration. This training program marks the first concrete step in turning "paper-based agreement" into tangible action. Looking ahead, the two institutions are poised to scale new heights in collaborative excellence.
